PlanMen get to work for courts

PlanMen will work with a number of courts to develop a methodology for drawing up plan frameworks and capacity management. The use of PlanMen is part of an improvement program of De Rechtspraak, met 'timely administration of justice' as an important spearhead for the coming years. The aim of this is to shorten the duration of court cases in the coming years and to better inform litigants about the procedure and the term within which they will receive a decision.

Part of the bottlenecks that lead to longer lead times within the judiciary lie in the planning process. That is why a separate sub-programme team has been set up in the national program for timely administration of justice to support courts in improving the scheduling and planning process. In addition (and jointly) the national program is also working on predictability, management information and clearing backlogs.

PlanMen will, on the basis of pilots in three courts, set to work on a professional design of capacity management. The findings of the pilots should help to determine methodologies and guidelines that can be used by every court.

Within the pilots, PlanMen works with a sprint method. With sprints, projects are divided into subtasks that are carried out and delivered in short periods, from a few days to a few weeks. In this way, planning and schedule agreements, processes, organizational structure, information provision and systems are worked on step by step. This approach helps you focus on one subject at a time. The assurance phase per component is important in this process: how are obstacles removed and is it prevented that people fall back on old methods? That is why it is important to evaluate each component structurally and to equip employees properly for their tasks, for example through training. PlanMen helps the courts to steer both the substantive and change management aspects in the right direction in order to achieve the intended objectives.

Anouk Bergmans, sub-programme leader Scheduling & Planning at the Judiciary: “All courts, tribunals and special colleges must go through their own journey and development. As a good tour guide, PlanMen therefore helps to take the right path. We want dishes to learn from each other and grow closer together.”

Raymond White, principal consultant at PlanMen: “We think it is important to be socially involved. Here we really contribute to making the justice system in the Netherlands even better. We look forward to a good collaboration with the Judiciary.”

Rudi Oskamp, managing consultant: “With the pilots we want to raise the level of service further. Capacity management will create peace and regularity for both the judges and clerks, as well as the plan employees, who will also receive (further) training. We hope to provide litigants with insight into processes and deadlines. That only works if the planning and scheduling are in place.” (PlanMen)
