The municipality of Goes claims to be the first municipality with an AI bot on its website. This is reported by the Ministry of Internal Affairs. An earlier 'rules based' version of the chatbot had been in use since 2020.
Multiple, related questions in particular proved impossible to answer for this chatbot. For the ChatGPT version Goes has provided a limited number of web pages for the chatbot to OpenAI. Once the chatbot has responded, the information sent to OpenAI is destroyed after thirty days. The chat window also states that residents do not have to enter personal data in the conversation with the bot. The chatbot is also included in it national algorithm register.
According to a Goes spokesperson, implementing the bot only took an hour, but the accountability took ten times that. Accountability concerns matters such as the council proposal, registration in the national algorithm register and a Data Protection Impact Assessment (DPIA).
Although certain files have been shared with OpenAI, large parts of the data and knowledge base have not been shared with OpenAI. For example, the database with household waste collection days is not linked to the chatbot. With the switch to AI, the municipality hopes that the chatbot can answer at least 70 percent of the questions. (Domestic Administration)
